  • Since 2012, the possibility of war breaking out over the island disputes in the South and East China Seas has palpably increased. These disputes over the Senkaku/Diaoyu islands, the Paracels, Scarborough Shoal, and the Spratlys involve several states, including China, Japan, Vietnam, the Philippines, and the United States. But what are the chances of interstate war breaking out over these small islands? What does the empirical record say about wars over similar island disputes?

    The scholarship on territorial disputes shows us that territory is the most frequent cause of wars. In the South and East China Seas, with so many territorial disputes involving multiple states, including the world’s superpower and its rising challenger, a heightened prospect of war does seem possible. Yet, all of the islands in the South and East China Seas are small, mostly uninhabited islands, rocks, and reefs.

    This project investigates the empirical record of island disputes around the world to address this question. The results show that war over islands is relatively rare, when compared to continental territorial disputes.

  • As a result of Japan's aging and declining population, the workforce is shrinking. This will inevitably strain the resources of the government, businesses, and individuals to continue to support current living standards. One of the propositions to ameliorate (though not solve) this problem is to allow more migrants to Japan. To this end, the Japanese government has recently undertaken a series of measures to lessen restrictions on immigration. Though the government is still primarily aiming to attract highly skilled professionals, it has also started to ease regulations in less-skilled fields, including elderly care, nursing, housekeeping, and agriculture, to lessen the increasing labor shortages in those fields. However, there is a question of whether there is solid ground for integration of large numbers of migrants.

    The aim of this project is to analyze migrant integration into Japanese society. This study will focus on the role that local and prefectural government organizations known as international exchange centers (kokusai kōryū kyōkai/sentā) play in migrant integration. We will analyze the effectiveness and efficiency of provided resources at the local and prefectural governmental levels and the role of international exchange centers as ‘multicultural society coordinators’.

    This multi-method project will quantitatively and qualitatively study the effectiveness of international exchange centers as resources for migrant integration. The project will: 1) perform a comprehensive, nation-wide quantitative survey of the centers (numbering over 100) mainly in areas accepting large number of migrants, to see how they apply government policy and resources; 2) review migration and integration policies in Japan to identify the gap between policies and needs; 3) perform a survey of migrants (N ≈ 500) visiting the centers for international exchange to understand their use of and satisfaction with the centers; and 4) perform fieldwork and semi-structured interviews in areas with large amount of migrants to learn the personal experiences of migrants in using centers for international exchange and integrating to Japanese society in general.

    By conducting this research, we expect to describe the current state of migrants in Japan and analyze the three parties’ roles in migrant integration into society and the economy.
